Cleveland City Councilman Zack Reed has introduced legislation he hopes will reduce the rise in violent deaths across the city. He wants to use $1 million from the city's "rainy day fund" to put more police into high crime areas. Councilman Matt Zone heads the safety committee. He applauds Reed for being pro-active. But he says council also needs to be patient and let the city's consent decree for police reform with the U.S. Department of Justice develop. And he says the decree's cost could deplete the $19 million rainy day fund. Reed hopes the consent decree brings improvements, but says the city can't wait for that to happen. WKSU's Kevin Niedermier reports.
